Energy Price Crisis Hammers Regional Economic Outlook Index, Signaling Weakness

Rising energy prices and production costs are slowing economic expansion across all Thai regions in April 2025, with the Southern Region's outlook index at 60.6 driven mainly by service and industrial recovery.

29 Apr Khaosod

The Office of the Fiscal Policy Office (FPO) reports that the April 2025 Regional Economic Outlook Index signals decelerating economic expansion across all regions, driven by pressure from rising energy prices and production costs. Fiscal Policy Office Director Winit Wisetsuwannaphumi, speaking as the Finance Ministry spokesperson, disclosed that while some regions including the Eastern and Northern zones continue to expand, supported by tourism recovery and industrial sectors benefiting from Middle East conflict mitigation measures, agricultural demand remains steady.

The Eastern Region's confidence index stands at 66.0, reflecting solid economic expansion supported by service sectors and new tourism development policies, plus agriculture buoyed by sustained agricultural product demand. The Eastern Economic Corridor (EEC) maintains positive signals at 66.5, with service and agricultural expansion as primary drivers.

The Northern Region's index reaches 65.8, reflecting economic expansion particularly in industry and services, supported by government mitigation measures for Middle East tensions, the tourism season, and favorable weather conditions. The Southern Region index sits at 60.6, indicating expected economic expansion driven by service and industrial sectors, continuing recovery support for flood-affected Hat Yai areas, rising orders from trading partners, and expanding palm oil and rubber processing industries.

The Northeastern Region's index stands at 59.5, supported by agriculture entering rice harvest season—a primary economic crop—and services from provincial tourism promotions in provinces like Chaiyaphum, Yasothon, and Buriram. The Central Region index reaches 56.2, supported by industry and investment sectors under government investment stimulus measures. Bangkok and its metropolitan area register 52.9, with employment sectors as primary support. The Western Region's index is lowest at 48.6, reflecting slowed confidence in agriculture and industry, pressured by rising cultivation costs from chemical fertilizer prices and energy price uncertainty.

Director Winit noted that despite many regions maintaining indices above the 50.0 threshold indicating expansion potential, all regions show month-on-month declines. This reflects pressure from rising production costs and Middle East uncertainties, impacting both Thai and global economies with potential continued effects on manufacturing and agricultural sectors ahead.

Pheu Thai Launches Shadow Cabinet to Weekly Monitor Government Performance, Focuses on 4 Urgent Priorities

The Pheu Thai party has established a shadow cabinet with four main pillars to conduct weekly government scrutiny and propose better policy alternatives to restore public confidence. The shadow cabinet will focus on four urgent priorities: people assistance measures, the Land Bridge project, electricity costs, and air quality protection legislation. Party leader Nat Phongpannavutti stated the shadow cabinet aims to provide more flexible and timely oversight than traditional parliamentary mechanisms.

29 Apr Khaosod

At 10:00 AM on April 29, 2025 at Parliament, Nat Phongpannavutti, Pheu Thai party leader and list MP, along with deputy party leaders Sirikhanya Tanskul, Wiraryut Kanchanchuchatt, and Dechardt Sukgamaenid announced the shadow cabinet's operational framework. Nat stated that this internal meeting was designed to organize the Pheu Thai team's workflow, noting that the "shadow cabinet" concept is borrowed from international democratic parliamentary systems, such as Britain's centuries-old tradition, rather than an invention of Pheu Thai or any single Thai political party.

Nat explained that since the February 2025 election, beyond economic, political, and rule-of-law decline, Thailand has experienced a collapse of public hope. Pheu Thai aims to serve as a crucial mechanism to restore this hope among Thai citizens. He emphasized that weekly cabinet meetings are critical, as every resolution impacts citizens and business operators, with winners and losers in each policy decision. The shadow cabinet will closely monitor all resolutions, track them, and expose whether government decisions benefit particular groups.

The shadow cabinet will also propose better alternatives and offer urgent recommendations during specific crises for immediate government implementation. Work has been divided into four main pillars with assigned leaders:

- Wiraryut Kanchanchuchatt, deputy party leader, overseeing economics - Sirikhanya Tanskul, deputy party leader, overseeing state reform - Dechardt Sukgamaenid, deputy party leader, overseeing new quality of life - Picharn Chaovapatvanit, party secretary-general, overseeing new security

Additionally, a team of MPs will serve as Pheu Thai's shadow cabinet to drive implementation and meet with all relevant stakeholders.

Nat stated that today's meeting discussed four urgent matters to be closely monitored over the next month: 1) People assistance measures like Thai Help Thai Plus, 2) The Land Bridge project requiring review of implementation approach, 3) Electricity costs and Pheu Thai's better proposal for energy structure adjustment, and 4) Air quality, requiring the government to resubmit two important bills by May 12: the Clean Air Act and PRTR Act.

When asked if cabinet candidates from The Professionals would join meetings, Nat confirmed they would participate, emphasizing that their goals aren't tied to individuals. All sectors—The Professionals team, MPs, private sector, civil society—are welcome to collaborate with the focus on national interests.

Regarding how the shadow cabinet differs from parliamentary government oversight, Nat explained that restoring public hope is essential. While parliament uses formal mechanisms through committee meetings sometimes bound by procedure, the shadow cabinet provides greater flexibility and timely responsiveness to situations.

20-Year-Old Woman Arrested at Bang Kaew Hotel for Luring 15-Year-Old Girl into Sexual Exploitation

A 20-year-old woman was arrested at a Bangkok hotel after luring a 15-year-old girl into sexual exploitation through Facebook, with police conducting an undercover operation that rescued the minor from the suspect's arrangement.

29 Apr Khaosod

On April 29, 2569 (2026), Lieutenant Colonel Pramonth Chanbunkaew, commander of Phetchkasem Police Station, along with officers from the 191 police hotline, tourist police, and specialized units, arrested Ms. Kasetthip (surname withheld), 20 years old, in connection with a 15-year-old victim at a hotel in Bang Kaew district, Bangkok on April 28 at 10:50 p.m.

Police had coordinated with an informant to conduct an undercover operation targeting the provision of sexual services for children under 18 through Facebook. The arrangement was to purchase sexual services from a minor. An undercover officer provided 10,000 baht as marked bills for the sting operation. The informant paid the suspect 3,000 baht total, consisting of 2,000 baht for child prostitution services with 500 baht deducted as an arrangement fee and 1,000 baht as compensation for her time.

Around 10:30 p.m., the informant brought the child to a hotel room in Bang Kaew. Officers waited nearby for the signal. Once the informant had the victim change clothes in preparation for the sexual service, the signal was given and police immediately moved in to rescue the victim.

Officers apprehended Ms. Kasetthip and found 3,000 baht in cash on her person. Questioning confirmed she was responsible for arranging the child for prostitution to gain sexual benefit. She was charged with procuring, luring, or transporting a person aged 15-18 for indecent purposes for another person's gratification, even with consent. The suspect and evidence were taken to Phetchkasem Police Station for processing and further legal proceedings.

Weerayut Blasts Government Over Electricity Rate Hike, Dumping Burden on Citizens and SMEs

Weerayut Kanjanapuchatra, a Pheu Thai deputy leader, criticized the government's electricity rate hike as a temporary fix that unfairly burdens ordinary citizens and small businesses. He called for bold negotiations to reduce capacity charges and remove restrictions on renewable energy purchases instead of passing costs to the public. The opposition politician also highlighted that solar panel installations, which are being promoted as an alternative, cost hundreds of thousands of baht and require more substantial support than low-interest loans.

29 Apr Khaosod

At 10 a.m. on April 29, 2025, at Parliament, Weerayut Kanjanapuchatra, a Pheu Thai party list MP and deputy party leader, presented the results of a shadow cabinet meeting regarding the urgent electricity price issue. He stated that the government must not address the high electricity problem with temporary, patchwork solutions that simply pass the burden back to the public. Instead, he proposed that the government should boldly pursue negotiations to reduce costs including capacity charges, while dismantling restrictions on purchasing electricity from the private renewable energy sector.

Weerayut criticized the current approach as merely addressing symptoms rather than solving the real problem, noting that policy direction remains unclear. He pointed out that Energy Minister Eknath Promphan speaks about the issue frequently, yet cabinet measures lack clarity, particularly regarding electricity consumption exceeding 400 units. Further discussions are expected at the National Energy Policy Committee meeting.

Weerayut emphasized that the government should not view people consuming over 400 units as wasteful, as many households with large occupancy require such consumption out of necessity. During an energy crisis of this magnitude, no one is truly wasteful, he argued.

Another significant group affected includes small and medium enterprises (SMEs) operating from homes, he noted. Many Thai SMEs use the ground floor for business and the upper floor for residential purposes, resulting in electricity usage exceeding thresholds. This increases operational costs and compounds the burden on SMEs already facing declining purchasing power and rising expenses.

Weerayut called on the government to approach the problem correctly by not forcing citizens to manage the burden themselves. Instead, the government must have the courage to actively reduce electricity rates and negotiate the crucial capacity charges that drive costs. He stated that only through such bold action can it be clear that the government truly prioritizes the public interest.

Regarding solar panel installation, Weerayut noted that while many affluent households and businesses have already installed systems, new installations can cost hundreds of thousands of baht. He argued that low-interest credit alone is insufficient incentive. While transitioning to clean energy is worthwhile, actual installation costs must be seriously considered.

SMEs Get Three-Year Free Guarantee Fees on Low-Interest Loans Through New Partnership

Thai CGC launches a new guarantee program offering SMEs seven-year loan coverage with three years of free guarantee fees and interest rates capped at 3.5% annually to help small businesses manage rising costs and economic pressures.

29 Apr Khaosod

The Thai Credit Guarantee Corporation (Thai CGC), represented by Sithikorn Direksunonth, chairman and managing director, announced a collaboration with the GSB's "Business Revival Thailand" soft loan program (100 billion baht fund) and public and private financial institutions to offer low-interest credit guarantees. Under the "Thai CGC Quick Big Win" program with 50 billion baht in guarantees, borrowers receive seven-year coverage with free guarantee fees for the first three years, followed by just 1% annual fees in years four through seven based on remaining loan balances. Participating banks offer interest rates not exceeding 3.5% annually, helping SMEs reduce costs and improve cash flow.

Currently, various financial institutions participating in the Thai CGC Quick Big Win guarantee program offer diverse loan products tailored to different SME segments—from micro-businesses and street vendors to standard SMEs seeking loans between 100,000 baht and 40 million baht. These include programs such as Bank of Thailand's "SMEs Recharge," Krung Thai Bank's "sSME Smart Shop," Thai Commercial Bank's "New Business Loans," Islamic Bank of Thailand's "Green Table Loans," and Export-Import Bank's "Business Revival SMEs Thailand Soft Loans."

The low-interest credit guarantee program aims to make borrowing more accessible for SME groups through Thai CGC's guarantee mechanisms at reduced financial costs, supported by government backing through Bank of Thailand. This assistance helps SMEs cope with volatile economic conditions and energy crises stemming from Middle Eastern conflicts, which have driven up raw material and transportation costs. "This low-interest guarantee program will enable SMEs seeking investment and expansion capital to access credit more easily at lower costs, while simultaneously supporting struggling businesses in recovery by providing the stability needed to survive and move forward," Sithikorn stated.

Energy Policy Committee Approves Electricity Rate Cuts for Consumers Using Up to 500 Units with Lower Prices Guaranteed; Expands Solar Rooftop Capacity

Thailand's Energy Policy Committee approved electricity rate cuts for households consuming up to 500 units monthly, with consumers paying no more than 3 baht per unit for the first 200 units. The policy also expands rooftop solar installati

29 Apr Khaosod

The National Energy Policy Committee has passed two key resolutions to reduce electricity rates. On April 29, 2025, Energy Minister Eknath Proamphant and Industry Minister Weerawut Silpaacha announced the committee's decisions at Government House.

The first resolution promotes solar rooftop installation by streamlining installation procedures and reducing approval steps. Excess electricity generated will be purchased back at 2.20 baht per unit, with buyback sales beginning after June 2025. The second resolution approves new electricity rates for residential households. For the first 200 units, consumers will pay no more than 3 baht per unit. Households consuming between 200 and 500 units will use a progressive rate structure calculated as an average, resulting in lower overall bills. Those consuming no more than 500 units monthly, or paying no more than 2,200 baht per month, will benefit from the rate reduction.

More than 90 percent of Thailand's 21 million households will benefit from this policy. The Energy Ministry is coordinating with the Finance Ministry to provide loan financing for solar installations at rates lower than electricity costs. The government is also tasking the Provincial Electricity Authority and Metropolitan Electricity Authority with offering affordable solar installation services for those without upfront capital.

For installations intended for personal use only, completion is required within 7 days. For installations with electricity sell-back agreements, completion must occur within 30 days. The committee immediately approved increasing the electricity purchase capacity by 500 megawatts, with further expansion if that capacity is reached. Minister Proamphant confirmed this electricity rate will remain in effect through the end of the current government's term.

Australian Mother Jailed for Faking Son's Cancer, Scamming Community Out of Donations

An Australian woman was sentenced to over four years in prison for fabricating her son's cancer diagnosis and using fake medical treatments and social media to fraudulently collect thousands in donations from the community.

29 Apr Khaosod

An Australian court sentenced a 45-year-old woman to 4 years and 3 months in prison on April 29, 2026, after she falsely claimed her 6-year-old son was undergoing cancer treatment. The mother shaved the boy's head and eyebrows, applied bandages and wraps, administered unprescribed medications, forced him to use a wheelchair, severely restricted his daily activities, and posted images on social media to solicit donations. The defense argued the woman developed a gambling addiction following the COVID-19 crisis and had personality disorder issues, but the court found these explanations insufficient to justify the calculated nature of her actions. The judge determined the child suffered both physical and psychological trauma, developing anxiety and fear about a non-existent disease while being isolated from peers and normal childhood activities—constituting clear child abuse. Investigators identified over 50 donation transactions totaling thousands of dollars. The woman's husband, initially detained but later cleared of charges, stated the incident destroyed his family's life. The defendant must serve her sentence and is eligible to apply for parole in April 2027.

Department of Intellectual Property Trains Thai GI Entrepreneurs to Penetrate Chinese and Japanese Markets

The Department of Intellectual Property is training Thai geographical indication entrepreneurs to expand into Chinese and Japanese markets, focusing on marketing strategies and export standards for premium agricultural products.

29 Apr Khaosod

The Department of Intellectual Property is hosting a training program titled 'GI Next Generation: Opening GI Markets and Creating Opportunities in China and Japan' to equip a new generation of GI entrepreneurs to penetrate the Chinese and Japanese markets.

Deputy Director-General Wiroj Jongklawanichsuk of the Department of Intellectual Property stated that he has been assigned by Director-General Ormun Sraptaweedham to chair the opening of the 'GI Next Generation' training program, which aims to open geographical indication (GI) product markets and create opportunities in China and Japan.

This represents another proactive initiative of the department aimed at strengthening the competitiveness of Thai GI entrepreneurs in global markets. The program focuses on enhancing knowledge in marketing, product standards, and exporting GI products to target markets.

Under the leadership of Deputy Prime Minister and Commerce Minister Supachai Sutheerathampun, the initiative emphasizes strengthening SMEs and communities by leveraging GI as a mechanism for community economic development. This is paired with aggressive marketing promotion both domestically and internationally to increase trade opportunities and improve the competitiveness of Thai products over the long term.

The effort also aims to increase the value of agricultural products through elevating GI products, which are predominantly agricultural goods and processed agricultural products with high quality, connection to their origin, and distinctive local identity that is difficult to imitate. These characteristics encourage consumers to pay premium prices for the added value and differentiation of these products.

Wiroj Jongklawanichsuk stated that China and Japan are promising target markets with high consumer purchasing power and strong emphasis on product quality and product storytelling, which aligns perfectly with the strengths of GI products. This presents an excellent opportunity to leverage these competitive advantages to add value and propel Thai GI products into global markets sustainably.

For this training session, the department has invited expert lecturers to share knowledge and experience covering product standard preparation, important trade requirements and regulations, international shipping, opportunities and trends in premium markets, marketing strategy planning, and online sales channels. The training will include over 50 GI entrepreneurs from across the country, enabling them to apply this knowledge effectively in business development and market expansion. This will help elevate Thai GI products to compete competitively in international markets.

The GI Next Generation training also plays an important role in building cooperation networks among GI entrepreneurs nationwide, strengthening their business operations, and driving Thai GI products toward sustainable global market competitiveness.

The department will continue promoting and developing GI products by emphasizing quality control and upstream production to maintain Thai GI products' standards and distinctive local identity as key competitive advantages. This will build confidence among both domestic and international consumers, serving as the foundation for elevating GI products to premium market levels.

Currently, Thailand has 256 GI products generating a market value exceeding 115,979 million baht. Of these, 212 products have established quality control systems, representing 82.8% of all Thai GI products.

There are 17,983 entrepreneurs operating through systems that meet quality standards and are authorized to use the Thai GI trademark, reflecting the strength of Thailand's GI product development and protection system and its potential for long-term expansion into international markets.

Thai FM says US has offered no help as Iran war hits economy

Thailand's Foreign Minister Sihasak Phuangketkeow told The Washington Post that the United States has provided no direct economic assistance to help Thailand weather the impact of the Iran conflict. The war has caused significant economic strain across Asia, disrupting energy and fertiliser supplies, with diesel prices in Thailand hitting record highs. Facing limited US support, Thailand is now pursuing alternatives through Russia and China to secure critical supplies.

29 Apr Khaosod

Thailand has received no direct assistance from the United States to cope with the economic fallout from the ongoing Iran war, Foreign Minister Sihasak Phuangketkeow said in an interview published by The Washington Post.

Speaking to the newspaper in Krabi, Sihasak said the conflict involving the United States and Israel against Iran has caused significant economic strain across Asia, particularly in energy and fertiliser supplies. "This war should not have taken place," he said, adding that Washington has not approached Thailand with any concrete support measures.

According to the report, Sihasak noted that US officials appeared aware of the consequences but had not offered direct assistance, aside from suggesting countries purchase American oil and gas.

With limited support from its treaty ally, Thailand has begun seeking alternatives, including outreach to Russia and China, the report said.

The foreign minister reiterated that Bangkok does not wish to directly criticise Washington, but maintained the conflict should have been avoided. He made the remarks while hosting Chinese Foreign Minister Wang Yi in Krabi.

The war, now stretching beyond two months, has disrupted global supply chains, with Asia particularly exposed due to its dependence on Middle Eastern energy and fertilisers. Prices for key inputs such as urea have surged, while diesel costs in Thailand have reached record highs, the report noted.

Thailand has sought to secure fertiliser supplies ahead of the May planting season, including negotiations with Russia. However, concerns over potential US sanctions have complicated efforts to import Russian crude, Sihasak said.

He also told the newspaper that Thailand had requested China's assistance to help ensure safe passage for Thai vessels through the Strait of Hormuz, a critical shipping route affected by the conflict. China itself faces similar challenges, with dozens of its ships stranded in the area, according to the report.
