Government Spokesperson Reveals Cabinet to Discuss 400 Billion Baht Loan Decree Draft, Outlines Two-Part Usage Plan
Thailand's Cabinet will consider a 400 billion baht loan decree to fund emergency relief and renewable energy projects, with the government pledging direct fund transfers to ensure transparency and prevent misuse.
At 9:00 AM on May 5, 2026 at Government House, Ratchada Thanadirek, Spokesperson of the Prime Minister's Office, announced ahead of the Cabinet meeting that several important laws would be considered today, including the issuance of a Royal Decree (พ.ร.ก.) on borrowing with a loan ceiling of 400 billion baht, which the Prime Minister will present. The meeting will also address the cancellation of MOU 2544, along with consideration of laws pending from the previous parliamentary session to determine which legislation will be sent for further deliberation. Additionally, several other matters will be discussed, such as draft agreements to be signed at ASEAN meetings and personal data protection laws.
When asked how the loan decree funds would be allocated, Ratchada specified two primary uses:
1. To alleviate public hardship during the emergency situation 2. To transition the country's energy use from reliance on foreign imports toward cleaner energy sources
The government aims to leverage the current energy crisis to encourage households to generate more electricity from rooftop installations, establishing a foundation for medium and long-term energy development. Ratchada addressed opposition concerns about the decree being hasty, asserting this was impossible given the government's urgent necessity to issue the decree. She emphasized that everything can be clarified and the funds will not disappear. She cited examples like the "Thai Helps Thai" program and "Khon La Khrung Plus" where funds transfer directly from government to citizens, and state welfare card top-ups that channel budget allocations to the public, ensuring no money is lost in transit. Nevertheless, she thanked the opposition for raising transparency concerns, noting that transparency is the government's commitment to helping citizens understand and trust that the government is fully caring for their welfare while establishing clear direction for national management in the short, medium, and long terms.
