On April 30th, the grandfather and mother of an 11-year-old girl named E (pseudonym) filed a complaint with media and police at Kabinburi Station regarding an alleged sexual assault by 50-year-old Noi (pseudonym), a relative. The incident reportedly occurred on April 28th at a single-story concrete house in Khao Mai Kaew subdistrict, Kabinburi district, Prachuap Khiri Khan province, while the mother was away.

The girl's aunt discovered the assault when she passed by and noticed the bedsheet moving suspiciously. After calling out to the girl with no response, she entered the house and lifted the blanket to find the suspect hurriedly putting on clothes. He claimed it was just horseplay, and the aunt was too shocked to act immediately.

When questioned by her mother, the girl admitted she had been assaulted multiple times by the relative, including incidents in the bathroom. A 7-year-old sister also witnessed some of the incidents. The girl underwent a medical examination at Kabinburi Hospital.

The suspect's mother claimed her son only touched the girl's chest by accident and did nothing more serious. The suspect's relatives also noted that he had accumulated a large collection of pornographic videos in his room.

Authorities from the Prachuap Khiri Khan Child and Family Protection Center, along with social welfare and human security officials, visited the area to investigate. The girl confirmed the allegations during preliminary questioning. Officials stated they would coordinate closely with police to proceed with legal action and provide psychological support to the victim.

Nikhom Launches New Model for Supporting Homeless and Vulnerable Populations with State Co-Payment Housing Assistance and Family Caregiver Support

Thailand's Ministry of Social Development and Human Security unveiled a new comprehensive welfare model combining government-subsidized housing and family caregiver support for homeless and vulnerable populations. The initiative shifts focus from emergency relief to sustainable reintegration pathways, with the state co-paying housing costs up to 1,500 baht monthly and supporting families who take in vulnerable individuals. Survey data shows nearly 40% of homeless people became homeless within the past two years, making early intervention critical for successful life recovery.

1 May Khaosod

Homelessness and vulnerability extend far beyond the lack of physical shelter—they reflect economic fragility, family breakdown, health challenges, and lost opportunities for life recovery. On April 29, 2025, the Ministry of Social Development and Human Security, through its Department of Social Development and Welfare, launched a significant new mechanism for supporting vulnerable populations. The initiative, titled the "Housing Welfare and Family Caregiver Support Program," was officially opened by Social Development Minister Nikhom Somkhlang, alongside Kanthapong Rangsi-sawang, Ministry Permanent Secretary, and Rampung Worawat, Department Director, at the ministry's Bangkok headquarters.

This collaborative effort brings together multiple stakeholders including the Bangkok Metropolitan Administration, the Health Promotion Foundation, Asia Institute at Chulalongkorn University, the Housing Development Foundation, the Thai Homeless Association, Mirror Foundation, and Israchon Foundation. Rather than limiting assistance to emergency relief, the initiative aims to design sustainable pathways enabling homeless individuals to reintegrate with dignity.

Minister Nikhom revealed that survey data from 2016-2023 shows homeless populations initially surged from 1,307 to 3,534 individuals before declining to 2,499 in 2023. However, concerning trends persist: most homeless people are between 40-59 years old (56.8%), live alone (74.1%), and predominantly reside in Bangkok, Chonburi, Chiang Mai, Khon Kaen, Kanchanaburi, Nakhon Ratchasima, and Songkhla. Critically, 39% are newly homeless (within two years), making early intervention crucial for successful reintegration.

To address these challenges, the ministry is transitioning from a welfare provider role to a supportive state role, utilizing electronic family household record technology (MSO-Logbook) for precise benefit targeting. Two key measures were introduced:

First, housing security through co-payment rental assistance, where homeless individuals contribute toward rent while the state subsidizes remaining costs up to 1,500 baht monthly, plus utilities, bedding, and clothing. This approach treats housing as a safe foundation enabling life planning rather than merely shelter.

Second, vulnerable population protection through family caregiver support, providing compensation to families willing to provide care, ensuring sustainable community-based solutions.

Forest Edge Past Villa on Penalties in Europa League Semi-Final First Leg

Nottingham Forest beat Aston Villa 1-0 in the Europa League semi-final first leg on a controversial penalty converted by Chris Wood in the 70th minute, leaving the tie wide open before the return match at Villa Park.

30 Apr Khaosod

Nottingham Forest edged past Aston Villa in the first leg of the UEFA Europa League semi-final, keeping the tie finely balanced for both clubs.

The 2025-26 UEFA Europa League semi-final first leg on April 30 featured an all-English clash as the "Reds" of Nottingham Forest hosted the "Lions" of Aston Villa at City Ground.

Early chances fell to Villa just nine minutes in, when Morgan Rogers fed Yuri Tielemans, whose powerful right-footed shot from around 25 yards was parried away by Stefan Ortega.

On the 28th minute, Ollie Watkins drove forward and passed to Morgan Rogers, whose left-footed effort from the edge of the penalty area was again denied by Ortega's diving save.

Forest had their opportunity in the 33rd minute when Morgan Gibbs-White cut in from the left and crossed for Igor Jesus, whose volley was superbly saved by Emiliano Martinez. The first half ended 0-0.

In the second half, Villa missed a golden chance in the 57th minute when Rogers received the ball in the penalty area and his deflected shot looped toward Watkins, whose header was incredibly saved by Ortega.

The turning point came in the 70th minute when the referee consulted VAR as Omari Hutchinson chased a ball near the byline. He was fouled and the ball appeared to have already crossed the goal line, but VAR ruled it a handball by Lucas Digne in the penalty area. Chris Wood converted the penalty in the 71st minute, giving Forest a 1-0 lead.

Neither side could add another goal, with Forest securing a narrow 1-0 victory. The second leg will be held at Villa Park on May 7.

In the other semi-final, Braga from Portugal narrowly defeated Freiburg from Germany 2-1 at Estádio Municipal de Braga, with the return match at Freiburg on May 7.

FIFA President Reaffirms Iran's Participation in 2026 World Cup with Matches in United States as Scheduled

FIFA President Gianni Infantino confirmed Iran will compete in the 2026 World Cup and play all matches in the United States despite recent diplomatic tensions between Iran and the U.S.

30 Apr Khaosod

FIFA President Gianni Infantino has reconfirmed that Iran will participate in the 2026 FIFA World Cup and will play all of its matches in the United States as originally planned. The 2026 World Cup will be co-hosted by the United States, Canada, and Mexico, but Iran has become a focal point of concern following military tensions involving U.S. action, raising questions about whether the country will compete, particularly since all of Iran's matches are scheduled to take place in the United States. The situation became more strained when Iranian officials failed to attend the latest FIFA meeting in Vancouver, Canada on April 30—a pre-World Cup preparatory session—after the Canadian government denied them entry visas. During the meeting, Infantino stated: "Iran will certainly participate in the 2026 World Cup and will play in the United States as well. The reason is simple—we must come together as one. This is my responsibility, our responsibility."

Three Sacred Statues Found Outside Shrine in Mysterious Circumstances; Suspected Antique Thieves Abandoned Them After Encountering Something Eerie

Three sacred statues disappeared from Phra Prasat Thong shrine in Buriram province and were mysteriously moved to the shrine's rear undamaged, with locals suspecting antique thieves abandoned them after encountering something unexplainable.

30 Apr Khaosod

May 1 – Monks and residents in Chalermphra Kiart District, Buriram province, were startled when a group of devotees visiting Phra Prasat Thong shrine on Phanom Ruang mountain discovered the three sacred statues that normally reside inside the shrine had vanished.

Upon investigating the surrounding area, they found all three statues had been moved to the rear of the shrine without any signs of damage. However, the identity of those responsible and their motives remain unknown.

Some speculate the statues were targeted by an antique theft gang for sale, but they may have abandoned them after encountering something inexplicable. Others theorize they were moved by individuals acting on certain beliefs.

Phra Maha Damrong Tikkaviriyo, abbot of Wat Don Maihai, revealed that upon learning of the displacement, monks and devotees relocated the three statues to a residence within the temple. This precaution was taken ahead of the upcoming annual merit-making ceremony for Phra Prasat Thong.

Wivat Saokul, 29, and Thanyadhorn Benchasart, 29, members of the Phra Prasat Thong devotion team who constructed the shrine before last year's merit ceremony, explained that the three statues had been with the original deity for years. The original statue disappeared in 2554 (2011) during an incident, and this replacement was commissioned as an offering. They expressed unease about the statues' disappearance, having come to pay respects and share a meal at the shrine. Upon discovering the statues relocated and arranged neatly behind the shrine, they felt relieved. They believe the deity may have communicated through their intuition, though they remain uncertain whether thieves or someone else moved the statues and returned them.
