On May 9, 2026, reporters noted that online platforms shared images of Chinese nationals holding Thai national identification cards with 13-digit numbers, raising questions about how such documents could be issued. Following this, the Director of the Civil Registration Department ordered DOPA N.I.C.E. to investigate the case. The case involves Ming Chen Sun, a Chinese national, who was involved in a vehicle rollover accident in Chon Buri province. Police discovered military weapons, explosives, armor, and ammunition of various types in his vehicle and residence, leading to his arrest.
Director Narucha Khositsivilai of the Civil Registration Department instructed Deputy Director Witthoon Sirinugul, head of the anti-identity fraud task force (DOPA N.I.C.E.), to urgently verify the civil registration records of two related individuals: 1) Ming Chen Sun (holding a pink ID card), a Chinese national with ID number 6-XXXX-XXXXX-XX-X, currently registered in Khlong Sam Wa district, Bangkok (with previous address history from Chiang Dao, Chiang Mai), and 2) Cheng Chao Wu (holding a blue national ID card), a Thai national with ID number 5-XXXX-XXXXX-XX-X, currently registered in Bang Khae district, Bangkok (who obtained Thai nationality by name addition in Bang Khae district).
If any civil registration fraud is found, criminal proceedings will be initiated against all responsible parties, including ID card holders and relevant government officials. All fraudulent registry entries will be immediately cancelled and revoked. The Civil Registration Department will report findings to the public once completed.
