Thailand Adjusts Welfare Card Criteria, Excludes Agricultural Debt

Thailand's welfare card program expands eligibility to 5.4 million more vulnerable people while excluding agricultural debt from credit limits, effective 2024.

Thailand Adjusts Welfare Card Criteria, Excludes Agricultural Debt
3h ago Khaosod

The Finance Ministry announced on July 6, 2024, through Winit Wisetsuwannaphoomi, director of the Office of Fiscal Economics, that the Public Welfare Committee for Grassroots Economy and Society held its eighth meeting of 2024. The committee approved results from the state welfare card registration program for 2024, including expansion of target groups. An additional 5,383,393 vulnerable individuals without existing welfare cards, identified during the Interior Ministry's field registration between June 4-21, 2024, will now enter the eligibility verification process.

For the 2024 program screening, income earners who claim parental care deductions will no longer be automatically disqualified from welfare benefits. The Ministry also incorporated recommendations from the Bank of Thailand regarding the 100,000-baht total credit limit criteria, now excluding agricultural credit. Agricultural lending differs from standard credit as it operates seasonally and sometimes provides disaster relief, making it an unreliable indicator of financial capacity or asset status.

The Finance Ministry is considering allowing current welfare card holders who fail to qualify for the 2024 program to access the Thailand Helping Thais Plus (60/40) initiative for two months (August 1 - September 30, 2024), since they were ineligible during the previous registration period. The Cabinet will review these revisions before the official results announcement scheduled for July 17, 2024.

Deputy PM Awaits Court Ruling On 400 Billion Baht Energy Loan

Thailand's deputy PM awaits a Constitutional Court decision on whether the government can borrow 400 billion baht to address an energy crisis driven by high global oil prices and import dependency.

Deputy PM Awaits Court Ruling On 400 Billion Baht Energy Loan
3h ago Khaosod

At 10:20 a.m. on July 6 at Government House, Deputy Prime Minister and Finance Minister Ekniti Nitithadprasat addressed the upcoming Constitutional Court ruling on a decree authorizing the Finance Ministry to borrow up to 400 billion baht to address the energy crisis and facilitate the country's energy transition in 2025.

Ekniti stated that the government's best course of action is to present complete and accurate information justifying the necessity of the measure. Thailand's heavy reliance on energy—particularly oil—reflects in the country's current account deficit, largely driven by elevated global oil prices. He noted that ongoing global conflicts continue to damage energy infrastructure worldwide, keeping fuel prices high.

When asked about contingency plans if the court rules unfavorably, Ekniti said the government would accelerate private sector partnerships through a public-private cooperation committee. He emphasized that delays in energy transition would further weaken Thailand's already fragile economy amid persistent high global oil prices and Thailand's continued import dependency.

Ekniti mentioned ongoing discussions about transitioning to clean energy and shifting vehicle fuel consumption from diesel to biodiesel and biomass energy derived from palm, sugarcane, and sugar. Such transitions could benefit farmers through improved incomes.

Ekniti also announced launching a personal Facebook page "Dr. Ekniti Nitithadprasat" to explain the broader economic picture and welcome both positive and negative feedback from the public.

Senate Warns Government Against Diverting Infrastructure Funds

The Senate warned against diverting 9.64 billion baht from infrastructure investment to emergency reserves, citing risks to development spending and concerns over rushed project commitments made to avoid budget clawbacks.

Senate Warns Government Against Diverting Infrastructure Funds
3h ago Khaosod

During a Senate session on July 6, 2025, to consider a bill on budget reallocation approved by the House, Senator Suphachok Salagkij, chairman of the Senate Budget Committee, presented concerns about transferring 9.64 billion baht from investment budgets to central reserves for emergency and necessary spending. While acknowledging the rationale, the committee worried that diverting investment funds would reduce infrastructure development spending and harm national competitiveness.

The committee proposed compensating affected projects in the next fiscal year and implementing stricter fiscal control measures. A key concern involves government agencies rushing spending to prevent budget cuts. The government announced fund returns before April but set the actual data cutoff date for June 2, creating pressure for accelerated spending. From May 31 to June 5—just five days—agency spending increased by 3.15%, significantly higher than the typical 6%-7% monthly rate, reflecting rushed debt commitments and payments to avoid fund clawbacks. Though procedurally correct, such rushed projects risk compromising work quality, contractor performance, and investment value.

Senator Suphachok emphasized that central budget allocations lack transparency, as approval decisions rest solely with the executive branch. While enabling quick crisis response, this creates risks of improper spending that are difficult to audit. The committee stressed that all projects requesting such funds must specify clear metrics and outcomes for parliamentary and public oversight. The committee called for systematic budget planning aligned with national financial capacity and ensuring spending directly addresses target populations, without repeating wasteful government spending.

England manager Thomas Tuchel expressed pride in his squad after the Three Lions, reduced to 10 men, defeated co-hosts Mexico 3-2. England progressed to the quarterfinals of the 2026 FIFA World Cup following their victory at Estadio Azteca on July 6.

The England team had to play with 10 players after Jarell Quansah received a red card in the 54th minute, yet still secured a place in the last eight to face Norway on July 11.

Following the match, Tuchel stated: "I'm very proud. We want everything. It's difficult. At moments when we thought we had the advantage, we faced obstacles. That shows the right mentality. This team is very serious. When faced with adversity, they never gave up. They never lost confidence. It's another step. This is Azteca, this is Mexico, a crazy game. Everyone gave everything. We need to learn from this. Now we have to move forward at full strength."

Harry Kane commented: "It was an insane game. We had to fight and find a way to win. I just sang a song. I don't have much to say really. The situation, the team, everything was against us, but we found a way to win."

Jude Bellingham, named Player of the Match after scoring two goals, reflected on facing Norway: "Norway is a different threat after reaching the semifinals in the previous round. Some players we know well, there are world-class players involved. So we need to be ready."

Local Official Exam Results Released Tonight

Civil service exam results for 15,000 appointees will be released tonight, with candidates showing abnormal scores removed and replaced by next-ranked candidates pending investigation into recruitment fraud.

Local Official Exam Results Released Tonight
3h ago Khaosod

Region 4 officials announced tonight's release of local civil service exam results for 15,000 appointees. Those with abnormal scores will be removed, with next-in-line candidates elevated without retesting, pending disciplinary findings and potential criminal charges.

At 10:00 a.m. on July 6, 2026, Deputy Interior Minister Vorasisst Liangprasit briefed parliament on the disciplinary committee's progress investigating recruitment exam fraud. He noted the deadline for fact-checking passed July 3, but he hasn't yet met with the ministry secretary to confirm updates, though the standard process must continue.

Regarding reports that a director and deputy director from the Local Administration Department were involved among five suspects, Vorasisst said fact-checking hasn't begun and no report has been received yet. Once the disciplinary committee completes its review of involved individuals, criminal prosecution decisions will follow based on findings.

On verification of results and answer sheets for the 15,000 appointees, Vorasisst confirmed today's deadline and expected completion by evening. Any discrepancies require reporting, as irregularities in scoring have been identified. Investigation involves the Special Cases Investigation Department (DSI) and the Anti-Corruption Commission (NACC). Once verified, the matter goes to the Central Local Government Employee Committee for cancellation authority, with timelines to be expedited.

Regarding promotions, Vorasisst clarified no retesting is needed. The 15,000 passing candidates include two groups: those who passed through merit and those with scoring anomalies. Legitimate passers retain their rights, while those with anomalies face removal and replacement by next-ranked candidates. Removed individuals will be investigated for score irregularities and potential criminal liability, though final determination awaits fact-finding. The ministry seeks to restore public confidence through its transparent handling of this situation with cooperation from multiple agencies.
