On May 11-12, 2025, the TO BE NUMBER ONE network held its annual seminar at the Diamond Hall on the 5th floor of Asia Airport Hotel in Lam Luk Ka District, Pathum Thani Province, with Dr. Srutkpun Chakkrapun Na Ayutthaya, Deputy Director-General of the Department of Mental Health, presiding over the opening ceremony.

Dr. Srutkpun stated that this seminar represented an important milestone for the nationwide TO BE NUMBER ONE network, bringing members together to learn about competition criteria and guidelines for provinces, districts, Bangkok zones, and clubs for 2025. Attendance this year exceeded 1,300 participants, marking record participation compared to previous years.

The seminar was graced by senior administrators from provinces, districts, and Bangkok, as well as representatives from various TO BE NUMBER ONE clubs from regional provinces and Bangkok, along with competition judges, coordination committees, and mental health department officials from various areas. All worked collectively to advance the TO BE NUMBER ONE project, fulfilling the vision of promoting nationwide participation and cultivating a new generation that embodies the program's values. Over 23 years of continuous implementation, the TO BE NUMBER ONE initiative has achieved remarkable success in fostering youth and members with resilience, capability, goodness, and happiness—living by the principle of "being number one without drug dependence."

During the seminar, Mom Luang Yupadi Siriwan, the TO BE NUMBER ONE project advisor and secretary-general of the TO BE NUMBER ONE Foundation, delivered a special lecture on the competition criteria and guidelines for provinces, districts, zones, and clubs participating in the 2025 competition, providing direction for network members.

On May 22, 2569, Supamas Israbhakdi, Minister attached to the Prime Minister's Office and overseer of the Consumer Protection Board (OCPB), ordered the establishment of an emergency complaint center in Pattaya to protect consumer rights following the fire at Sunday J.A. Plus Hotel on Pattaya Soi 3 in Bang Lamung district, Chon Buri on May 21 evening.

Many Thai and foreign tourists were trapped in the building, with four people sustaining injuries—three guests and one hotel employee.

OCPB Secretary-General Rannrong Poolpipat was tasked to coordinate with the Tourism and Sports Ministry, Public Works and Urban Planning Department, Insurance Commission Pattaya office, and consumer advocacy organizations as representatives of the public to support affected parties. The Regional Consumer Protection Division and affiliated OCPB offices, the Chon Buri Consumer Protection Sub-Committee, and Chon Buri Dharma Center have begun fact-finding investigations and are implementing urgent remedial measures.

Support is being divided into two groups: 1) Those hospitalized with injuries, whose medical expenses and compensation will be covered by the hotel; 2) Those who booked rooms after the incident and are concerned about building safety—the hotel will offer full refunds.

The hotel has evacuated all 240 guests to nearby hotels. The fire's cause is under investigation by the Forensic Science Unit 2.

Supamas expressed concern for all injured parties and affected tourists, noting that hotel guests are consumers entitled to safety and compensation. She ordered the OCPB to establish the emergency complaint center on-site so affected guests can file claims locally without traveling far or waiting long. Staff will help negotiate compensation and advise foreign tourists on consumer rights.

If negotiations fail and consumers receive inadequate compensation, the OCPB is prepared to pursue legal action on their behalf at no cost under Section 39 of the Consumer Protection Act, B.E. 2522.

He said the Dark Red Line project would mainly use existing railway land, with partial land expropriation of about 22,400 square metres for station construction and access roads. The SRT expects both projects to take 36 months to complete, with operations scheduled to begin in 2029. Officials said the new extensions would help shorten travel time between Pathum Thani and Bangkok, improve rail access in western Bangkok and support economic growth around station areas.
