NONG KHAI — 18 May 2026 — Thai authorities seized more than 150 kilograms of ivory and animal remains along the Mekong River in Nong Khai province and are cooperating with Laos to expand an investigation into a suspected transnational wildlife trafficking network, officials said on Sunday.

Sadudee Phanphakdee, Director of the Wildlife and Flora Protection Division under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), revealed that officials received a tip-off about an attempt to smuggle illegal goods across the border into Laos. Authorities then deployed officers to inspect a riverside stairway along the Mekong River in Ban Mueang Mi Yai, Mueang Mi Subdistrict, Mueang District, Nong Khai Province.

Upon arriving at the scene, the suspects used the cover of darkness and their familiarity with the area to narrowly escape arrest. A search of the surrounding area uncovered abandoned suspicious items. Officials seized 22 cut sections of ivory weighing a combined 130.9 kilograms, along with two sacks containing unidentified animal remains resembling skeletal fragments, weighing a total of 29 kilograms.

Other animal remains seized at the scene were laid out for inspection but could not immediately be identified.

Authorities initially recorded and confiscated all evidence before transferring the case to local investigators for further legal proceedings. Officials are also working to trace and apprehend other members of the trafficking operation.

Meanwhile, the Wildlife and Flora Protection Division under CITES has already shared details of the seizure and related cases with representatives of the Lao People's Democratic Republic. Thai and Lao authorities are now coordinating investigations, expanding intelligence-sharing efforts and strengthening joint law enforcement operations aimed at dismantling cross-border wildlife trafficking networks along the frontier.

Natural Resources and Environment Minister Suchart Chomklin praised the achievement as a testament to the expertise and dedication of Thai wildlife conservation staff, veterinarians, and animal keepers at the Zoological Park Organization of Thailand and Khao Kheow Open Zoo.

Zoo Director Narongwit Chotchoy revealed that the chick hatched from eggs laid by the facility's only remaining breeding pair. Due to the species' naturally low reproductive rate—typically producing just one or two eggs annually with low hatching success—zoo staff implemented an artificial incubation and hand-rearing program they described as a "life-saving operation" to maximize the chick's survival prospects.

This marks the first successful Greater Adjutant breeding at Khao Kheow under the Zoological Park Organization of Thailand, and the first accomplished by a member zoo of both the World Association of Zoos and Aquariums and the Southeast Asian Zoos and Aquariums Association.

Khao Kheow now ranks as the fourth facility worldwide officially recognized for successfully breeding the species in captivity, joining Bang Phra Waterbird Breeding Station in Thailand, Assam State Zoo in India, and Angkor Centre for Conservation of Biodiversity in Cambodia.

Minister Suchart emphasized that the breakthrough represents a crucial step forward in Thailand's commitment to endangered wildlife conservation and restoration of threatened species populations through sustained research and breeding initiatives.

The initiative integrates data from the Ministry of Agriculture and Cooperatives, the Office of Agricultural Economics, the Department of Agricultural Extension, and local farmers to create a unified information system supporting policy decisions.

The field assessment identified three key priorities: improving forecast accuracy by integrating rice variety data and field survey information; consolidating rice variety databases into a single system for production planning and targeted market positioning; and leveraging shared databases to enable agriculture officials to manage production and quality precisely while commerce officials can forecast market trends and prepare contingency measures in advance. Farmers confirmed that satellite data accurately reflects planting timelines, validating the dashboard's development potential.

The ministries aim to deliver concrete results within two months for operational field-level deployment. Future phases will incorporate AI technology and the Prism Model (Precision Rice Intelligence for Strategy & Market Model) to analyze global rice demand, assess market potential, identify trade barriers, and formulate proactive export strategies tailored to specific consumer groups.

The successful Ayutthaya pilot is planned to expand nationwide across all 76 provinces, transforming rice management through Big Data and AI technologies to enable real-time production monitoring and dynamic supply-demand management.

Senator Noraseth Prachyakorn questioned the Prime Minister about constitutional amendment, noting that 21 million voters approved the amendment in a referendum, yet the government has offered little clarity on how it will proceed. He emphasized this is the government's responsibility to advance. While the government often says constitutional amendments are not as urgent as economic concerns, the public does not necessarily want amendments prioritized first but seeks clarity on the process. Constitutional reform can proceed alongside addressing economic issues, he said, asking when the government will submit the amendment to Parliament and when the second referendum question will be held, and what guarantees the government provides for full public participation to ensure the new constitution is legitimate and truly belongs to the people.

Phraratchadej Parisnananatkul, Minister attached to the Prime Minister's Office, clarified on behalf of the PM that pushing for constitutional amendments through Section 15/1 is not directly the government's power but falls under the legislative branch. The authority to propose constitutional amendments belongs to Parliament. The Bhumjaithai Party stands ready to follow the voice of 21 million people by submitting a constitutional amendment to Section 15/1, with a party meeting scheduled for May 19 to consider the primary issues. If MPs approve, the party will proceed to register as one of the five entities authorized to submit the draft to Parliament.

"The government cannot set a timeline for Parliament, as we don't know if the first reading will pass or how long the committee process will take. However, we can confirm the government will implement every procedure and accelerate what we can control, such as expediting the referendum process and supporting the constitutional amendment," Phraratchadej stated.

Phraratchadej further noted that public participation extends beyond voting booths. Citizens should have more than three seconds to express their views, not just the time spent in a voting booth. The amendments must align with the Constitutional Court's ruling, as the court did not permit direct election of constitution drafting assembly members.

The government reaffirmed it will utilize all mechanisms requested by Parliament to maximize public participation in all dimensions, ensuring the new constitution truly belongs to the people.
