Royal Gazette Announces 400 Billion Baht Emergency Decree to Address Energy Crisis Impact
Thailand's government secured authorization to borrow 400 billion baht to help citizens and businesses affected by the energy crisis while funding a transition to renewable energy sources.
The Royal Gazette has published a royal decree authorizing the Ministry of Finance to borrow up to 400 billion baht to address impacts from the energy crisis and advance the country's energy transition. Issued on May 9, 2026, the decree grants the Finance Ministry Cabinet-approved authority to borrow in Thai baht or foreign currency, or to issue debt instruments totaling no more than 400 billion baht in the Thai government's name. All loan agreements or debt instruments must be finalized by September 30, 2027. The decree aims to help citizens, farmers, and entrepreneurs affected by the energy crisis while maintaining economic stability and promoting the transition to renewable and alternative energy technologies. Borrowed funds can only be used to: (1) assist those impacted by the energy crisis, and (2) promote efficient energy use and support the shift from fossil fuel dependence to alternative and renewable energy technologies across government, private sector, communities, and the general public, including workforce development and innovation initiatives. The Cabinet will determine spending plans and can adjust funding allocations as needed while keeping total borrowing within the 400 billion baht ceiling. An oversight committee comprising the Finance Ministry Permanent Secretary as chair, along with representatives from the National Economic and Social Development Council, Budget Bureau, Comptroller General's Department, and fiscal affairs officials will review and approve all expenditures.
