On May 14, 2026, at the United Nations headquarters in New York, Dr. Rawiwan Phurideach, Permanent Secretary of the Ministry of Natural Resources and Environment, headed the Thai delegation to the 21st United Nations Forum on Forests (UNFF21), alongside Nikon Sirirojanananth, Director-General of the Royal Forest Department, and relevant officials. The delegation participated in negotiations to draft the omnibus resolution, which will serve as the outcome of UNFF21. The resolution contains policy recommendations for member states regarding sustainable forest management, including enhancing cooperation with various partners, monitoring and evaluation of member country reports, and operational mechanisms.

During the forum, Dr. Rawiwan held bilateral discussions with forest-related countries and organizations concerning cooperation in implementing the UN Strategic Plan for Forests and Thailand's national forest policy:

1. Forest cooperation between Thailand and China: Dr. Rawiwan met with Dr. Hu Yuanhui, Executive Director-General of the International Cooperation Center of China's National Forestry and Grassland Administration, to discuss capacity building for forestry personnel through training programs and scholarships, as well as forest restoration cooperation through APFNet. China's representative invited Thailand's Natural Resources and Environment Minister to participate in the APEC Ministerial Meeting on Forest (FTMM), which China will host on July 27-28, 2026, in Shenzhen.

2. Cooperation with the International Tropical Timber Organization (ITTO): Dr. Rawiwan discussed with ITTO Executive Director Ms. Sheam Satkuru regarding ongoing support for Thailand's teak trade development through the "Teak Project" and forest fire management. Currently, a joint proposal is being developed to seek funding from the Green Climate Fund.

3. Cooperation with Canada's Ministry of Natural Resources: Dr. Rawiwan met with Ms. Christa Mooney, Senior Policy Advisor of the Canadian Forest Service and head of Canada's UNFF21 delegation, to discuss Thailand-Canada collaboration through the Model Forest Network for sustainable forest and natural resource management. Thailand currently operates a model forest in Ngao, Lampang Province, and is proposing Bangkajao as Thailand's second model forest.

The UNFF21 conference took place from May 11-15, 2026, with 193 member states endorsing the joint omnibus resolution on May 15, 2026.

Election Commission clarifies that Bangkok Governor must remain in office until successor takes over upon term expiration

The Election Commission has clarified Bangkok Governor succession procedures, stating that an incumbent must remain in office until their successor takes over when their term expires. If a governor resigns or leaves office before term completion, the Bangkok Deputy Governor will serve as acting governor until a new governor is sworn in, in accordance with the Bangkok Metropolitan Administration Act.

5d ago Khaosod

On May 14, the Election Commission (EC) clarified procedures for Bangkok Governor succession. When a Bangkok Governor completes their term in office, they must remain in position until the newly elected governor assumes duty. However, if the governor vacates the position for reasons other than term expiration—such as resignation—the Bangkok Deputy Governor will serve as acting governor until a new governor officially takes office. This arrangement complies with Section 54 of the Bangkok Metropolitan Administration Act B.E. 2528 and its amendments. The EC noted that Bangkok's governance structure differs from other local administrative organizations like provincial administrations, municipalities, and subdistrict administrations, which automatically transfer authority to their deputy administrators when leadership vacancies occur.

Fisheries Officials Investigate as Black-Chinned Tilapia Appears Along Pattaya Shores, Urge Public to Help Capture Fish

Fisheries officials in Chachoengsao province are investigating reports of invasive black-chinned tilapia appearing in Pattaya waters and appealing to the public for assistance in capturing the fish. The species, which thrives in brackish coastal waters, has been spotted in two locations near Na Kluea Bridge and Pattaya Beach, with officials warning against releasing any caught fish back into the sea to prevent further population spread.

5d ago Khaosod

Fisheries officials are working urgently to investigate reports of black-chinned tilapia appearing along Pattaya shores and calling on the public to help control the invasive species. The department received alerts through social media and from local fishermen, leading relevant agencies to coordinate swiftly with Chachoengsao provincial fisheries office for immediate verification. On May 14, 2025, Mayuri Na Phatthalung, Bang Lamung District fisheries officer, inspected the Na Kluea Bridge area and Pattaya Beach following reports from residents of a sighting two days earlier, though no tilapia were found during the inspection.

Local fishermen reported that after fishing in the area for over a decade, they suddenly encountered large schools of black-chinned tilapia two days prior and caught many using nets, which they dried for consumption before reporting the incident to district fisheries. Officials are preparing comprehensive surveys of both the Na Kluea Bridge area and Pattaya Beach, suspecting the two sightings occurred around the same timeframe.

Black-chinned tilapia are invasive aquatic species capable of surviving in brackish waters along coastlines but have not yet been found in deep ocean areas. The rainy season, when freshwater flows into the sea, may facilitate the fish's dispersal. Previous reports documented the species near Bang Lamung Canal before the situation quieted, only to resurface recently in Pattaya coastal waters.

Mayuri, Bang Lamung District fisheries officer, urges public cooperation: residents may cook or process any caught black-chinned tilapia for consumption as they are safe to eat. However, if small fish are caught and not utilized, authorities request immediate disposal and warn against releasing them back into the sea or natural water sources to help control and prevent the spread of this invasive species in coastal ecosystems.

Abusive Husband Claims He Beat Mistress After She Denied Affair at Hotel, Leading to Her Death

A 40-year-old man surrendered to Bang Bua Thong police in Nonthaburi province on May 14 with the body of his mistress in his vehicle. He claims he beat her in anger after she initially denied having been to a love hotel with another man, and she was found dead the next morning. The man stated he did not intend to kill her and voluntarily turned himself in to authorities.

5d ago Khaosod

At 10:00 AM on May 14, 2569, Winai, 40, drove his Toyota Altis bearing Bangkok registration to a lodging near Bang Bua Thong police station to surrender to authorities, bringing the body of the deceased in his vehicle.

The body was found sitting in the front passenger seat with the seat reclined. She wore a gray short-sleeved t-shirt and pink shorts, with a blanket covering her waist area. Her face showed bruising around the eyes. She was later identified as Ms. Joy.

Winai was brought in for initial questioning. He claimed the deceased was his mistress and they lived together in a rented room near Bang Pho. He said he later discovered she was secretly seeing another man—he claimed to have seen them embracing and touching intimately near a motorcycle shop, which didn't look like coworker behavior.

On the third occasion, Winai confronted her, asking if she had ever checked into a love hotel with someone else. She denied it, but he insisted he had seen both of them enter a hotel together and even knew which one. She then admitted to going to a love hotel just once.

Winai claimed his anger made him lose control. He said he hit and kicked her to vent his emotions, after which they went to sleep normally. The next morning when he woke up, he found her body stiff and lifeless. He decided to put her in his car and drive to the police station to turn himself in, saying he never intended for her to die.

Tips for Spotting Genuine Family-Owned Cars in Excellent Condition on Used Car Websites

This article provides comprehensive guidance on identifying genuine family-owned used cars when shopping online, highlighting the advantages of such vehicles including authentic mileage, good condition, clear maintenance records, and reduced repair risks. The guide introduces five techniques for spotting legitimate family cars, starting with observing photo backgrounds and seller credibility, to help buyers make informed purchases and avoid fraud.

5d ago Khaosod

Finding a quality used car in good working condition is the main goal for most buyers, especially genuine family cars in pristine condition. However, purchasing through online channels carries risks that could lead to poor purchasing decisions. This article provides guidance from Gurumalist, Thailand's leading online used car trading platform, offering in-depth techniques for identifying and screening authentic family-owned vehicles online to help buyers select safe, legitimate vehicles that offer genuine value for money.

What is a Genuine Family Car?

In the automotive industry, a "family car" refers to a vehicle purchased by owners for personal daily use—such as commuting to work, driving children to school, or family vacations—with consistent personal maintenance. This differs completely from heavily-used vehicles like fleet cars (corporate rentals), deregistered taxis, or auction cars that have undergone intensive use.

Advantages of Genuine Family-Owned Vehicles

The primary reason these vehicles are highly popular is their reliability regarding usage history, with notable advantages including:

Genuine Mileage Not Tampered With: Kilometer readings typically correspond to the vehicle's age and actual usage.

Exterior and Interior in Good Condition: The body, plastic parts, and leather seats remain intact according to the age of the vehicle, without deterioration from heavy use.

Clear Maintenance History: Original owners typically took their vehicles for regular service checks at authorized centers or trusted workshops, making it possible to verify the maintenance history transparently.

Complete Engine and Suspension: Good maintenance results in the transmission, engine, and suspension systems operating at full efficiency.

Reduced Risk of Unexpected Repairs: New buyers can use the vehicle with confidence without worrying about costly repairs shortly after purchase.

Five Techniques for Spotting and Screening "Genuine Family Cars" Online

Searching for vehicles in the digital age starts on smartphone screens. Having the skill to properly screen initial information is the first step that helps save time and protect your wallet from fraudsters.

1. Observe Photos and Backgrounds

Photographs tell many stories. Pictures of genuine family cars are typically taken from real-life locations such as the owner's driveway, a parking garage, or a workplace parking lot. These photos are usually taken with ordinary mobile phone cameras, not professionally lit or edited to look like studio photography. Additionally, observe the surrounding elements in the photos. If there are small personal items in the cabin, child car seats, or a background that looks like a typical residential neighborhood, these are good initial indicators that the vehicle is likely used for family purposes.

2. Check the Seller's Tone and History

Actual car owners typically write descriptions honestly and straightforwardly, clearly specifying any scratches, recent tire replacements, or work that needs to be done. The language used sounds natural, like ordinary conversation. An important red flag is to search the seller's name, phone number, or LINE ID online. If you find this contact information posting advertisements for dozens of cars simultaneously across various models, it suggests the person may not be a genuine family car owner but rather a middleman or broker.

3. Request to Check the Vehicle Documents

The Number 77 Appears Two Consecutive Drawings in a Row - Toffee Follows Lucky Number 7 Every Time - Will It Come Again on May 16, 2026? This Is Giving Chills

Lottery predictor Toffee Shiwadol claims that the number 77 appearing in two consecutive drawings indicates the number 7 will come again in the May 16, 2026 lottery, with his prediction for the three-digit winning number being 117 based on numerology and card reading. Toffee, who follows the number 7 religiously and believes it to be an alien number, has made temple offerings and expressed high confidence that this number will appear in the upcoming drawing.

5d ago Khaosod

The number 77 has appeared in two consecutive lottery drawings, and lottery predictor Toffee Shiwadol—also known as Toffee 350 or Toffee Kaokala—who regularly follows the number 7 and frequently wins, appeared on the Lottery Current program to reveal the lucky numbers for the May 16, 2026 drawing. Toffee shared personal beliefs that he is not an ordinary earthly being, a statement that other celebrities have also started openly discussing, explaining that when they speak about such things, their work becomes difficult because people label them as crazy or insane. Toffee has devoted his life to the number 7, which he believes is an alien number (angle number 1117). He buys lottery tickets with number 7 every drawing, mentioning that number 17 is universally recognized as the alien number and appears repeatedly in significant events worldwide. Previously, Toffee was confident that numbers 1 and 7 would appear together, and the drawing resulted in 77—though he had purchased 17 over 50 times. Toffee has made an offering at Phra Phong Snake Shrine on Rama 2 Road, vowing to donate 1,000 boiled eggs if his movie receives 30 million baht. After card reading with Aj. Chanya and receiving the same card he had drawn before, plus discovering the number 72 on it, Toffee concluded that this drawing's winning three-digit number should be 117. He also mentioned receiving a water bottle with the number 350, so he is keeping that number as well for the upcoming drawing.

Government Reports 121,921 Online Crime Cases in First Four Months of 2025, Totaling 7.4 Billion Baht in Damages

Thailand's government reported 121,921 online crime cases in the first four months of 2025, resulting in 7.48 billion baht in damages. Product and service fraud cases were most prevalent, while investment scams caused the highest financial losses, though fraud cases have been declining due to government crackdowns and warning campaigns. The government is urging the public to verify legitimacy of companies and avoid transferring money to unverified accounts.

5d ago Khaosod

On May 14, 2025, Deputy Government Spokesman Ploythale Luksameesangjun stated that the government continues to actively combat online crime as part of its policy to prevent and address security and social threats, particularly by blocking illegal social media pages and websites to cut off criminal channels used by organized scammers.

The Anti-Online Fraud Center (ACSC) released analysis of 121,921 reported online crime cases between January 1 and April 30, 2025, with total damages of 7.48 billion baht. The scams fall into three main categories:

1. Product and service fraud accounted for the highest number of cases at 85,215 (69.9% of all cases), with average damage of 15,727 baht per case. Cases peaked in March 2025 with 22,908 cases causing 353.3 million baht in damages before declining to 20,823 cases in April causing 288.3 million baht in damages, reflecting seasonal effects and warning campaign results.

2. Investment and profit fraud schemes caused the highest damage at 5,997.7 million baht (80.2% of total damages), with average loss per case of 166,449 baht—roughly 10 times higher than product fraud. These cases showed a continuous declining trend, dropping from 10,146 cases in January to 6,642 cases in April, a 34.5% decrease over four months, reflecting ACSC operations and strict law enforcement.

3. Technical attacks and other technology fraud involved the fewest cases at 673 (0.55% of total), but had the highest average damage per case at 211,686 baht. March saw concerning growth with 385 cases causing 87.7 million baht in damages, primarily from large-scale phishing and hacking incidents as well as ransomware attacks with high per-case values.

The government urges the public not to click suspicious links or fill in information from unsolicited messages on any platform, and to verify the legitimacy of any organization claiming official status by contacting their head office first. Before any transaction or investment, check with SEC first to verify company legitimacy and thoroughly verify recipient account details before transferring money. Most importantly, stay vigilant and never transfer money based on suspicious solicitations.

Parliament Members Push Commerce Ministry to Regulate Online Platform Fees After Small Sellers Face Heavy Profit Cuts

Thai parliament members are pressuring the Commerce Ministry to regulate escalating fees charged by online platforms, which are heavily cutting into merchants' profits. A case highlighted a seller who earned 2.1 million baht but paid 700,000 baht in platform commissions, threatening the viability of small businesses and potentially affecting product quality for consumers.

5d ago Khaosod

Parliament members are calling on the Commerce Ministry to regulate online platform fees after small merchants have been hit with heavy profit margins. During a 9:00 a.m. session on May 14, 2026 at Parliament, with Sophon Sarum presiding, members discussed the government's approach to setting commission rates on various online platforms, which is currently having a severe impact on people earning their living online.

Jury Num Gaeo, a Democratic Party member from Songkhla, raised concerns about the state's direction and measures regarding commission fees, or "GP fees," on online platforms. He emphasized that earning through online platforms has become a vital artery of Thailand's economy, but the growing problem is the constantly rising fee caps that the government cannot control.

Jury noted that platform commission fees are essentially a "booth rental" or "market head fee" that merchants must bear. He illustrated the impact with an example: if someone sells 100 baht worth of goods, they now must pay 30 baht in platform fees. For 1 million baht in sales, platforms take 300,000 baht—compared to the original free model.

Having been involved in online commerce from the beginning, Jury observed that when platforms once charged only 2-3%, they now constantly increase rates, with all profits ultimately flowing to the platform. He cited a notable example: a seller earned 2.1 million baht but had to pay the platform 700,000 baht, something entirely beyond their control.

Jury warned of deeper consequences extending beyond merchants to consumers. When sellers earn smaller profits, they must cut costs by reducing raw material quality, ultimately affecting product standards and creating a cascading problem for the future.

Jury urged the Commerce Ministry and related agencies to take action. He stated that if they can accept online merchants and OTOP vendors gradually collapsing one by one, they need do nothing. However, if they wish to prevent this growing crisis, they must regulate GP fees and platform commissions to fair levels proportionate to product percentages and categories.
