Phase Three encompasses open coastlines near canal mouths and mangrove forests. Black-chin tilapia sightings have been reported along Phetchaburi beaches for two years, with fishermen catching them. They now appear in semi-enclosed bays like Pattaya, where mature fish escape crowded freshwater sources to disrupt coastal ecosystems.

Dr. Thon predicts that coastlines matching Pattaya's characteristics throughout Thailand are already affected but unreported. The fish will continue expanding their range canal by canal, with mature individuals venturing to sea and establishing new populations in subsequent canals through reproduction and migration.

Eradication proves extremely difficult—even in confined canal areas, complete removal is impossible. In extensive coastal waters, efforts can only slow the impact through targeted fishing methods used by local fishermen: casting nets to catch schools, sun-drying for consumption or OTOP products, and destroying juveniles to prevent further spread, as they directly damage coastal ecosystems that support livelihoods.

Protection must focus on distant islands; while black-chin tilapia survive in seawater, crossing to islands like Kood, Tao, and Phangan remains unlikely. Prevention requires stopping intentional releases, with immediate action upon discovery to avoid transforming islands into affected zones like current coastlines.

Dr. Thon concludes that black-chin tilapia will gradually expand along coastlines from canal to beach, progressively spreading as this dangerous invasive species reaches epidemic proportions where eradication becomes impossible and only containment and island preservation remain viable.

Department of Marine Resources Director-General Pin Saksakul Surasudee stated he has ordered monitoring of the black-chin tilapia outbreak due to concerns about widespread damage. He classified the species as an Invasive Alien Species and said the department will coordinate with relevant agencies to investigate whether black-chin tilapia has spread to other locations.

Despite stricter government measures and clear legal penalties for possession and sales, a major weakness remains: online marketing continues to make e-cigarettes easily accessible to youth. Limpanich praised the Education Ministry's control measures, including awareness campaigns about e-cigarette dangers and legal consequences, but expressed concern about unclear authority for teachers when encountering e-cigarettes and the need for better implementation guidelines.

On May 14, 2025, emergency medical driver Wuttipong Thukhunthod reported that the incident occurred on May 13 while he was driving an emergency ambulance transporting a patient from Luang Pho Khun Parithat Hospital in Dan Khun Thot District to a home in Phan Chana Subdistrict, Dan Khun Thot District.

While passing through the busy community market area with traffic lights, a van began tailgating him, flashing high beams and honking to request passage. The van continuously attempted to overtake from the area in front of Luang Pho Khun Parithat Technical College, flashing lights and honking repeatedly, attempting to weave around the ambulance and nearly colliding with it.

Despite the ambulance traveling at approximately 80 kilometers per hour on a congested road, the van continued following him, eventually overtaking and then tailgating other vehicles along the entire route, creating extreme fear among other drivers. The van continued tailgating the ambulance near the return route entrance to the bus station and then followed him all the way to Krung Thai Bank's Dan Khun Thot branch, where it finally turned into the bank's parking lot.

Wuttipong considered this behavior highly inappropriate and dangerous, as there was a patient in the ambulance at serious risk of accident. He expressed concern about how to evade such aggressive tailgating on congested roads and attempted to create space but the driver continued aggressive tailgating.

Latest developments: The van driver contacted him at 9 PM that evening to apologize, explaining that he was rushing to complete a bank transaction before the bank closed, admitting his actions were inappropriate due to impatience.

Wuttipong wanted to warn other drivers that such behavior is dangerous and risks rear-end collisions. He urged drivers to show compassion for patients in emergency vehicles, whether seriously or mildly injured, and to give way to ambulances and emergency vehicles, as each transport is literally a matter of life and death.
