At 10:00 a.m. on May 15, 2025 at Parliament, the House Committee on Budget Preparation and Monitoring held its first meeting to elect the committee chair and various positions. Prawat Tongsomboon, a representative from Maha Sarakham of the Phum Jai Thai Party, served as interim chairman as the committee's most senior member and conducted the chair election.

Thailand's Leadership: A Model for the Region

Thailand has long been recognized as a regional leader in public health, particularly through its Universal Health Coverage (UHC) system. In 2026, Thailand continues to champion science-based actions and health equity, emphasizing that health is a fundamental right. By hosting significant international health forums and actively participating in World Health Organization (WHO) initiatives, Thailand has demonstrated how strategic investment in primary healthcare can transform a nation's well-being.

Taiwan and Thailand: Shared Visions and Synergistic Strengths

Taiwan and Thailand share a remarkably similar outlook on the future of healthcare. Both sides are navigating the transition into "super-aged" societies, smart healthcare and are pivoting toward high-tech, people-centered solutions.

Taiwan's "Healthy Taiwan" initiative, launched by President Lai Ching-te, focuses on extending healthy life expectancy and integrating physical and mental well-being. This aligns perfectly with Thailand's focus on holistic health. Our cooperation can yield transformative results in several key areas:

Digital Healthcare and AI: Taiwan has pioneered AI in chronic disease management, such as AI-based diabetes risk prediction models developed with partners like Google. These tools, linked with our National Health Insurance (NHI) system, allow for precise, personalized care.

Infectious Disease Surveillance: Taiwan's highly digitalized surveillance system successfully flagged the initial COVID-19 outbreak in late 2019. Our geographic proximity to regional hubs allows us to detect outbreaks early, providing a stronger early warning system for Southeast Asia.

Smart Long-Term Care: As populations age, Taiwan is deploying smart assistive technologies to reduce the burden on personnel. Sharing these innovations can help both sides maintain high-quality care amidst demographic shifts.

The Cost of Taiwan's Exclusion

Despite our proven track record—including achieving WHO hepatitis C elimination targets five years ahead of schedule in 2025—Taiwan's participation in the WHO remains limited. Between 2012 and 2025, Taiwan was invited to an average of only seven technical meetings per year.

This "blind spot" in the global health network is a risk for the entire world. When Taiwan is excluded from critical health discussions, the global community loses access to valuable expertise and innovative solutions.

At 9:30 AM on May 15, 2025, at parliament during the first joint parliamentary session chaired by Sophan Saram, parliament speaker, an urgent agenda item addressed approval to consider draft laws not yet endorsed by parliament under Article 147, second paragraph of the constitution. Nattapong Ruangpanya, Prachathai party list MP and party leader, noted appreciation for the cabinet's decision to return 34 bills for parliament to consider which to advance. However, he questioned the government's criteria for deciding which bills to return and which to reject, requesting clear explanation for rejecting environmental protection laws, the PRTR law, factory act drafts, land amnesty legislation, labor protection bills, and military court constitutional amendments.

Nattapong challenged the government on whether legislative authority belongs to the cabinet or parliament, questioning whether the cabinet can decide on behalf of MPs. He then posed a counterargument: if using the same logic applied to the rejected constitutional amendment draft—claiming it would fail regardless—how can the government guarantee all 34 bills will pass parliament? He suggested the government must have already secured approval through back-channel negotiations with both chambers.

Nattapong concluded by requesting government response rather than legal technical explanations, asking what criteria the cabinet uses to select which bills to return, and whether the nation's constitutional framework has become merely a tool granting power to the government and military-aligned system.

At 10 a.m. on May 15, 2025, at Phananna 2 Hall in the Royal Household Office's Phananna Building, Prime Minister Anutin Charnvirakul and the Minister of Interior attended a press conference for the third annual 'Youth Preserving Thai Music' project, featuring lukthung, lukgrung, and contemporary Thai music categories.

Anutin expressed great pleasure at attending, calling the project highly valuable as it provides youth opportunities to showcase singing abilities and serves as a platform for developing life skills including discipline, determination, responsibility, confidence, and collaborative work. He emphasized that Thai music—whether lukthung, lukgrung, or contemporary—represents an important part of Thai cultural heritage reflecting the nation's lifestyle and identity.

Recalling last year's finals with admiration for the youth's talent and spirit, Anutin stated the government fully supports activities developing youth and promoting cultural values. He noted his personal interest in music and confirmed attendance at the October 31 finals if still in office.

Anutin mentioned recently hearing 'I've Never Loved Anyone Like You' for the first time and plans to learn and perform it for his family. He praised all project participants, noting they will surely prosper, and pointed to Deputy Minister Arrsit Sampathrattana as an example. Anutin then joined the young singer in performing 'Please Meet Me in My Dreams' by musician Charin Nanthanakorn before a group photo.

On May 15, 2025, Thanya Jittisuree, chairman of the Democracy Club, brought a group of fraud victims to file complaints with investigators at the Consumer Protection Police Bureau, exposing a scheme involving fraudulent sales of discounted airline tickets allegedly offered by major carriers. The total damages amount to approximately 30 million baht.

One victim, 42-year-old Mr. Ote (pseudonym), revealed that he originally knew the perpetrator personally and had successfully purchased airline tickets twice before, which built his trust. Later, the perpetrator offered to sell him tickets at below-market prices and pressured him to upgrade from economy to business class, claiming that without the upgrade, the original tickets would be invalid, but promising a full refund within two weeks.

Ote stated that he transferred money multiple times for seat upgrades as instructed, losing over 2.5 million baht for flights to Japan. However, when his return date arrived, the tickets could not be used, and the promised refund never materialized. The perpetrator then claimed that to issue new tickets, he must first pay outstanding balances from the "old deal," leading Ote to transfer an additional 2.5 million baht before discovering all tickets had been cancelled.

Ote noted that during the booking process, the website displayed what appeared to be an official airline website with complete booking numbers and passenger names, creating false credibility. Most transfers were sent to personal accounts, suspected to be "mule accounts," with the perpetrator claiming corporate accounts couldn't be used due to tax issues. Initially, the scheme worked with real flights, generating word-of-mouth referrals. The victim group now numbers over 100 people.

Some victims had previously filed reports with Ratchaburi City Police, but with no progress, they approached the Consumer Protection Police for investigation. Thanya called on relevant agencies to urgently and seriously investigate this ongoing scam, warning that more victims may fall prey as similar fraud continues unabated.

On May 15, 2569, it was reported that on the previous day (May 14) at 11:00 a.m., Maj. Gen. Nid Narong, Vice Commander of Border Defense Forces Region 4 (BDF-4) and Chairman of the Cambodian side of the Regional Border Committee (RBC), coordinated with Regional Army Command 2 regarding the return of Mr. Yochin to Thailand.

Previously, the Commander of Border Defense Forces Region 4 had written to the Udonmueang Provincial Governor and coordinated through Cambodia's Ministry of Interior until the Cambodian side approved the return of Mr. Yochin to Thailand.

According to reports, this handover utilized the cooperation mechanism between Regional Army Command 2 and Border Defense Forces Region 4, reflecting the close and continuous coordination of both sides' RBC committees. The handover was initially scheduled for May 15 at 10:00 a.m. at Sa-ngam Checkpoint in Phu Sing District, Sisaket Province. The Thai side was led by General Kampanart Waphunsu, Chief of Staff of Regional Army Command 2, as Chairman of the Thai RBC committee, while the Cambodian side was led by Maj. Gen. Nid Narong.

At 11:00 a.m. at Sa-ngam Checkpoint, the Cambodian side handed over Mr. Yochin Saimai (Uncle Yochin) to General Kampanart for return to Thailand. Mr. Yochin was in good health with no visible injuries or bruises.

Regional Army Command 2 sources stated that the success of this handover resulted from close cooperation between Regional Army Command 2 under the oversight of the Regional Army Commander and the Surin Border Security Forces, whose commander actively drove and monitored operations comprehensively. This enabled smooth coordination through the RBC mechanism.

The return of Mr. Yochin to Thailand signals positive cooperation at the RBC level between Thailand and Cambodia and helps reduce border tensions between the two countries to a certain extent.
