He affirmed that police are acting as neutral mediators per requests for justice from both the victim and defendant.

Pol. Lt. Gen. Jarun stated he wants both parties to present the facts, with police serving as mediators handling justice requests only. He noted that from Tone Bang Kaew's interview, he appeared to have combined all issues and events together, making it difficult to cover everything.

Pol. Lt. Gen. Jarun revealed that the actual timeline shows April 17 was the first meeting with Tone Bang Kaew, who came with his lawyer to the 27th floor of the Bureau. Initially, he didn't know all the facts, only partial information.

Pol. Lt. Gen. Jarun stated he made a sincere proposal to Tone Bang Kaew that Madam Kaeng was waiting to settle matters, telling him: 'Do you want to talk? If not, you can leave.' Tone Bang Kaew agreed to negotiate since they knew each other and the fraud case was partially admissible.

The atmosphere was reportedly smooth, with assets worth over 50 million baht offered as compensation, no harsh language or violence used. The discussion involved seven people and lasted over an hour before collapsing due to Tone Bang Kaew's reneging.

Regarding the three-party negotiation, the figures aligned at approximately 360 million baht: 1) Agreement of 120 million baht using a building as collateral, which Madam Kaeng and Tone Bang Kaew settled with no loose ends; 2) Agreements of 180 million and 66 million baht, which remain unsettled.

Pol. Lt. Gen. Jarun explained the unsettled agreement involves a Buddha statue claimed to be worth 400-500 million baht, but inspection revealed it was worth only 40 million baht. Madam Kaeng's lawyer proposed Tone Bang Kaew sell the statue and repay only 180 million baht, with any profit going to him, but this failed.

For the remaining debt, he proposed Tone Bang Kaew sell his assets to compensate, with a shortfall of over 100 million baht preventing settlement.

Pol. Lt. Gen. Jarun confirmed that the April 17 meeting was Tone Bang Kaew's request, arranged through an intermediary who knows both parties. Since late 2568, Tone Bang Kaew repeatedly attempted to meet for clarification, with no apparent ulterior motive from the intermediary.

He stressed all actions were not debt collection but friendly discussions between acquaintances or facilitation for both parties to talk. He emphasized: 'The victim's side has evidence and witnesses; it's only a matter of when they choose to use it.'

'Why would I call him in? He wanted to clarify from the start. He came because the case is progressing, summons were issued, and charges filed. He felt pressured and contacted me through the intermediary.'

- The LTV ceiling is set at 100% for all cases, whether for residential properties valued below 10 million baht or 10 million baht and above, covering first, second, and subsequent mortgages - For residential construction on unencumbered land owned by the borrower, the 100% LTV ceiling also applies - For first mortgages with collateral value below 10 million baht, additional related credit may be extended up to 10% of the collateral value - The directive applies to all financial institutions including commercial banks, finance companies, and specialized financial institutions (SFIs) such as Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives (BAAC), Government Housing Bank (GHB), SME Bank, EXIM Bank, and the Small Industry Credit Guarantee Corporation

The BoT expects financial institutions to maintain sound credit underwriting standards aligned with responsible lending principles, exercising prudence without encouraging excessive household debt or speculative activity in the real estate market.

The BoT is confident that this relaxation will not significantly increase systemic financial risk, as financial institutions remain cautious in lending amid tight financial conditions, and there are currently no unusual signs of speculative behavior.
