CHAIYAPHUM — South Korea has halted recruitment of seasonal agricultural and fishery workers from four Thai provinces following widespread cases of Thai workers abandoning their posts, according to Thai labour officials.

Chutima Jumangmo, director of the Chaiyaphum Provincial Employment Office, confirmed that workers from the province had fled their employers while participating in South Korea's E-8 seasonal worker visa programme.

The suspension affects Chaiyaphum, Udon Thani, Khon Kaen, and Maha Sarakham provinces for the entire 2026 calendar year, effective from 1 January through 31 December. South Korean authorities imposed the restriction after reporting a high rate of Thai workers abandoning their positions, which undermined confidence in the programme.

The E-8 visa scheme is designed to permit Thai workers to undertake seasonal employment in South Korea's agricultural and fishing industries under a bilateral agreement between the two nations.

Chutima clarified that the suspension applies solely to E-8 visa workers and does not impact Thai nationals working in South Korea under alternative labour programmes.

Data from the provincial employment office shows that 103 Chaiyaphum workers travelled to South Korea during the current fiscal year, with 94 sent through the Labour Ministry and seven through private recruitment agencies.

Among these workers, 10 fled their employers upon arrival in South Korea under the E-8 programme, breaching the agreement and prompting South Korea's decision to blacklist the province.

Chutima noted that two Chaiyaphum workers who departed on 5 May and 12 May would also face restrictions and cannot work under the E-8 scheme for the remainder of 2026.

Thai authorities cautioned that workers who abandon overseas employment face potential arrest, imprisonment, deportation, and permanent exclusion from future international work opportunities.

The first group focuses on market quality and fairness by reducing tick sizes for stocks priced between 5-50 baht to narrow bid-ask spreads, improve order matching opportunities, and reduce investor costs while increasing market liquidity.

Simultaneously, the exchange will impose extra charges on accounts with high order volumes but low execution rates, or High Order-to-Trade Ratio (OTR). Accounts with OTR exceeding 100 times and sending more than 50 orders per minute will face a 0.15-baht fee per transaction for volumes exceeding 30,000 trades daily, reflecting true costs and reducing trading system burden.

The second measure group addresses stock price volatility by improving the Uptick Rule for short selling. If a stock's price drops 10% or more from the previous close, the Uptick Rule will apply the next trading day to slow selling pressure and maintain market balance, while normal conditions will use the Zero-Plus Tick rule.

Additionally, short selling will be restricted to high-liquidity securities including SET100 stocks, ETFs, DRs, and Single Stock Futures underlying stocks, while banning short selling on ETF and DW underlying securities. The exchange also proposes eliminating the individual Dynamic Price Band (DPB) to reduce trading obstacles, especially for low-liquidity stocks.

For controlling inappropriate trading behavior, the exchange will register High Frequency Trading (HFT) participants by shifting evaluation criteria from post-trade actual behavior, such as order frequency, daily trading volume, and Dedicated API usage, for more accurate monitoring.

The exchange also proposes removing restrictions on securities that HFT can trade, as short-selling criteria will now cover only high-liquidity stocks. Additionally, the Minimum Resting Time (MRT) requirement will be eliminated after finding few qualifying transactions and ineffective behavior control. Instead, the exchange will use AI systems and extra charge measures to detect abnormal behavior.

Empirical data from 2024 shows major retail capital groups earned 1,022,143 million baht in total revenue and swept 28,206 million baht in net profit (up 11.30%), while national GDP grew only 1.6-2%. This profit growth of 11.30% reflects not overall economic growth but wealth transfer from citizens' pockets to major shareholders, indicating complete market dominance. Government loans thus become merely "money passing through citizens' hands" that ultimately returns as accumulated profits for capital groups, a structure consistently leaving small businesses behind.

Energy Crisis: Public Burden on Capital Group Wealth: The 200 billion baht loan claimed for "clean energy" and "EV" may ultimately be merely a "change of monopoly hands" from fossil fuels to traditional capital groups. The controversial ENPO resolution (November 28, 2024) allocated 1,500 MW solar farms to major companies instead of distributing "community solar" for ordinary Thai citizens.

A particularly criticized aspect is the "distortion of energy costs through dual-standard gas." The state allocates cheap gas from the Gulf of Thailand to petrochemical conglomerates while pushing expensive imported LNG costs onto citizens' electricity bills. If the state stops favoring big capital and returns Gulf gas to the public, electricity would immediately drop 0.53 baht per unit, returning tens of billions to Thai citizens' pockets rather than being converted to dividend profits for privately enriched groups.
