American man arrested for assault and stalking minors and women before fleeing to Thailand, hiding in luxury condo in central Chiang Mai, authorities move to deport. On May 13, 2025, Deputy National Police Spokesman Pol. Lt. Col. Trairong Phiwphon revealed the arrest of a significant transnational fugitive following National Police Commissioner Pol. Gen. Kittipat Puntpetch's directive for a crackdown on international crime and illegal aliens. An investigation unit working with the Central Investigation Bureau (CIB) raided and arrested Mr. Joseph Frances Chinnock (also known as Joseph Kelly), 58, an American national.
The arrest followed an urgent notification from the FBI Thailand office that Mr. Joseph is a dangerous fugitive wanted by U.S. authorities for three counts of assault and three counts of sexual stalking and harassment of children and women, considered a serious threat to society. The U.S. Embassy has already revoked his passport.
Investigators found that the suspect entered Thailand in late March and was hiding in a luxury condominium on Nimmanhaemin Soi 12 in Suthep Subdistrict, Muang District, Chiang Mai Province. Police surrounded the building and issued a notice revoking his permission to stay in the kingdom before detaining him and handing him over to Chiang Mai Provincial Police for deportation proceedings.
The National Police Commissioner has instructed all security agencies to continue "eradicating" gray market networks and hidden criminals to close loopholes preventing Thailand from becoming a safe haven for international criminals. The public is urged to report any suspicious foreign nationals by calling the 24-hour hotline 1178.
